Full Steam Ahead: Future-Proofing the Fire Alarm System in Canada’s Busiest Train Station
With the EST3 fire alarm system going out production, we need to future proof our operations and ensure future expandability of the fire alarm system. The fire alarm system is being upgraded over the thanksgiving weekend with back to back 12-hour shifts over three days. As part of the upgrade, the firefighter telephone system is being deleted and replaced with a Distributed Antenna System (DAS) to provide enhanced communications throughout the building vs the point to point relay style communication.
Ryan Duggan

Ryan Duggan is the Director of Safety & Compliance for the City of Toronto, where he leads the Fire & Life Safety Program Office overseeing 65 million square feet of municipal buildings, public spaces, and critical infrastructure. He authored the City’s first Master Fire Program, establishing clear fire and life safety responsibilities and a hybrid ITM model using both in-house staff and contracted service providers.
Before joining the City in 2019, Ryan spent over 13 years as Manager of Fire Safety for the Toronto Transit Commission, where he built an industry-leading program governing fire protection maintenance, code compliance, and fire safety training for TTC employees and Toronto Fire Services. He holds a Master’s in Corporate Real Estate and is a graduate of Seneca Polytechnic’s Fire Protection Engineering Technology program.
