Keynote Address: Proposed Ontario Fire Code Qualifications for Personnel Conducting ITMPresenter: Ryan Duggan, Director of Fire & Life Safety, City of Toronto Moderator: Alexander Yarmoluk, Secretary, Canadian Fire Safety Association The City of Toronto has terminated 5 fire protection ITM companies over 3 years for conducting non-code compliant work in combination with utilizing unqualified personnel to conduct ITM on fire protection equipment. This was a matter of compliance with the contract language as Division C of the Ontario Fire Code is silent, with exception for fire alarm annuals, on requiring qualifications for personnel conducting ITM, which restricts the AHJ's enforcement capability. In late 2020 the City of Toronto Fire & Life Safety Program Office and Toronto Fire Service assembled a working group of industry experts and stakeholders to jointly develop proposed qualifications for submission to the Ontario Fire Marshall through the Fire Code Change Request process. The working group submitted 7 proposed qualifications for consideration ranging from integrated testing and emergency power systems to sprinkler systems and fire extinguishers. We will discuss the rational and requirements for each proposed qualification requirement. |

OBC 2022 - Code Changes, Past and PresentPresenter: David Vickers, B.Sc., C.E.T., CFPS, RHFAC Professional, Matteo Gilfillan & Associates Inc. Moderator: Allena Goodyear, Director, Canadian Fire Safety Association This presentation will provide an overview of Ontario Building Code changes implemented on January 1, 2020 (including recent changes to OBC Supplementary Standard SB-2) and upcoming Code changes to be in effect as of January 1, 2022. In addition to identifying the most recent and upcoming changes to the OBC, the presentation will also provide discussion points related to the changes and the various interpretations across the industry and / or overlooked new requirements. |

High, Medium, or Low? A guide to determine industrial occupancy classificationsPresenter - Melinda Amador, P. Eng., CodeNext Inc. Moderator: Alexander Yarmoluk, Secretary, Canadian Fire Safety Association The Ontario Building Code and the Ontario Fire Code define combustible content thresholds to determine the occupancy classification of low and medium hazard industrial occupancies. The Codes also define high hazard industrial occupancies as those having 'sufficient' quantities of highly combustible, flammable, or explosive materials. While on the surface, these definitions appear definitive, the evaluation of the appropriate classification of an industrial occupancy can be complicated and may require detailed calculations. This presentation will review the various industrial occupancy classifications, provide examples of typical low, medium, and high hazard occupancies, and will describe simplified calculations that may be used to support occupancy classification assessments. |

Theme: Energy Storage Systems
Lithium ion battery applications have continued to increase from consumer products to e-scooters to large-scale energy storage systems (ESS). The wide use of this effective technology has increased at a pace that codes and standards are lagging behind relative to fire and explosion protection, particularly with ESS and facilities that have areas for handling and storage of Li-ion batteries. As more research and testing of new systems occurs, the industry continues to develop best practices for developing and protecting safe Li-ion battery applications. This series of presentations will provide an understanding of the fundamentals of Li-ion batteries and their potential hazards along with an overview of existing codes and standards and best practices for conducting hazard and mitigation analyses. Presentations will also provide case studies and insights into best fire protection practices for ESS and handling and storage applications.
