What (Really) Goes into The Heart of a Buildings Fire Safety – Fire Safety Plans That Work

A Fire Safety Plan is the key to a Buildings Fire Safety. In this session we will touch on the points that we see people stumble upon with Fire Safety Plans – what should this important document contain and what should be left out. We’ll explore the fundamental aspects of a FSP along with additional documents that should be included to compliment that. Our panel will discuss what makes an effective Fire Safety Plan versus what makes a plan insufficient.

Chief Fire Prevention Officer, Barrie Fire and Emergency Service

“Last year, Tim was appointed as the Chief Fire Prevention Officer for Barrie Fire and Emergency Service. Prior to that, he served as the District Chief in the Fire Investigations Division within Toronto Fire Services. Here he acted as an Assistant to the Fire Marshal for 7 years, conducting Ontario Fire Code inspections, Fire Safety Plan reviews/approvals and investigated over 200 major incident fires where he was able to assess areas of improvement to mitigate risk within buildings.

Prior to joining the Fire Service, Tim came from a code consulting background, having worked as a Fire Protection Technologist where he prepared fire safety plans for approval. He has also gained experience in fire prevention and emergency response through eight years at Canadas Wonderland where he was the Area Supervisor for Fire, Safety and First Aid for the amusement park preparing and utilizing measures within the parks complex fire safety plan.

Tim has graduated from both the Fire Protection Engineering Technology (COOP) program and the Preservice Firefighter Education and Training Program through Seneca College and holds a BCIN in General Legal and Fire Protection along with multiple NFPA Certifications including:

Michele Farley is the President and Senior Fire Code Consultant at FCS Fire Consulting Services Ltd, which recently became the first ULC Listed Integrated Testing Service Provider. Michele has extensive experience with evaluating and conducting life safety risk assessments of buildings for more than twenty-five years. She has extensive experience with the technical evaluation, design and operation of fire alarm and related life safety systems. Michele has prepared and successfully presented alternative compliance measures to the Building Code Commission (BCC), Fire Safety Commission (FSC) and Building Material Evaluation Commission (BMEC). She works as an expert in Fire Code directly or on behalf of clients providing evaluations, fire code auditing and affidavit services. Michele is a former member of the National Research Council Task Group for Use and Egress, former Chair of the Underwriters’ Laboratories of Canada CAN/ULC-S572 Standard for “Photoluminescent and Self-Luminous Exit Signs and Path Marking Systems”. She is the current chair of the ULC-S590, installation use of Exit Signs and Path Marking Systems and current SC5 chair of five National Standards. She is a regular Chair and participant in the development of ULC (Underwriters Laboratories of Canada) codes and standards, has served on the National Research Council of Canada (NRC) task groups. Michele is a regular speaker at ACMO (Association of Condominium Managers) and CCI (Canadian Condominium Institute) presenting Fire Code materials that may be submitted for continuing educations credits, as well as a regular contributor to industry publications and former guest lecturer at Canadian Fire Alarm Association (CFAA), Canadian Fire Safety Association (CFSA) and property management firms.
